Captain Dominik Szoboszlai is expected to start for Hungary. Manager Marco Rossi has selected seven uncapped players and 19-year-old forward Bendegiz Kovacs could be handed a debut.
Finland may look to make changes from Sunday's 4-0 loss in Germany, with Oliver Antman and Joel Pohjanpalo in line for starts.

The Magyars can be considered a little unfortunate not to at least reach the play-offs, after beating Armenia home and away and picking up points at Republic of Ireland and Portugal.
However, a pair of 3-2 home defeats to the section's top two teams - Portugal and Ireland - cost Rossi's men a chance of progress.
Hungary have lost only two of their last nine games and they have scored at least two goals in six of those matches.
Finland were crushed 4-0 in Germany on Sunday and that made it 12 defeats in 19 games for the Finns.
On a positive note, Jacob Friis' side have found the net seven times in their last four matches and they could strike in Budapest.

Dominik Szoboszlai to score at any time @ 21/20
Dominik Szoboszlai is Hungary's star man and their captain can lead by example on home turf.
The Liverpool man was moved into unfamiliar positions on Merseyside this season, but the 25-year-old was still able to show his goalscoring threat from long range.
Szoboszlai averaged 2.50 shots per 90 minutes for Hungary in the World Cup qualifiers and the Reds ace had two shots on target against Greece in his most recent international appearance.
A home match against Finland looks like a good opportunity for the midfielder to get back on the scoresheet and Szoboszlai can take the chance.
