Midfield duo Shea Charles and Ali McCann remain sidelined through injury.
Luxembourg will also be forced into at least one change with left-back Florian Bohnert suspended after receiving his second yellow card in qualification in the loss to Germany.

Northern Ireland vs Luxembourg Odds
Northern Ireland are 4/11 favourites to pick up the win on home soil, with the draw priced at 18/5 and Luxembourg 17/2 to cause an upset.
Both teams not to score is available at 8/13 and it is 10/11 for under 2.5 goals.
Northern Ireland to win to nil @ 11/10
Although this clash in Belfast is a dead-rubber, Northern Ireland know they are assured of a play-off spot due to their Nations League finish and they will be keen to end Group A on a high note.
The Green and White Army have suffered narrow defeats in their last two outings, both 1-0 losses to Germany and Slovakia, and the fact they have competed well with those two nations suggest they will have far too much for an inferior Luxembourg.
The Red Lions have lost all five qualifiers, conceding 12 goals and scoring just once in the process, and they will be glad to see the back of another desperate qualification process.
Luxembourg are without a win in eight matches, losing seven and drawing one, while their last competitive victory was a 1-0 success over Liechtenstein in November 2023.
Jeff Strasser's side have failed to score in six of their last seven assignments and they have been blanked in both away qualifiers against Slovakia and Germany.

Seid Korac to be carded @ 7/4
Suffering defeat after defeat can become quite tiring and with frustration levels expected to keep growing for Luxembourg, one or two of their players could be in danger of going in the book.
One of those is defender Seid Korac, who already has history with Northern Ireland following his red card in the 3-1 defeat in September's reverse fixture.
The 24-year-old was cautioned in the loss to Germany, taking his tally this season for club and country to 13 yellows and one red, and it would be no surprise to see his name taken again.
