Estonian captain Karol Mets missed last month's international break with injury, but the St Pauli defender was back as a sub in the weekend loss against Italy and should start now.
PAOK forward Karel Mustmaa was sent on for his senior debut against the Azzurri and could see some more game time here.
Nichita Motpan and experienced centre-back Sergiu Platica were omitted as new Moldovan boss Lilian Popescu picked his first starting XI in the friendly loss against Romania.
It will be interesting to see how they line up now, but the Tricolorii's all-time top scorer, Ion Nicolaescu, is one confirmed absentee due to injury.

Forward Rauno Sappinen is back plying his trade with Flora and has 13 goals in 31 games domestically.
He was on target in Estonia's win in Moldova in the spring and entered this international break having scored two and assisted three in his previous six club appearances.
He was the beneficiary of a howler from Gianluigi Donnarumma on Saturday night, scoring from close range in the 3-1 loss against Italy after the goalkeeper dropped a cross.
He was in the right place at the right time, and he could open the scoring on this occasion.
